William Avery "Billy" Bishop was born in Owen Sound, Ontario, on February 8, 1894. He was the son of William Avery Bishop Sr., a lawyer, and Margaret Cecilia (Macdonald) Bishop. Bishop was educated at the Owen Sound Collegiate Institute and the Royal Military College of Canada in Kingston, Ontario. He graduated from RMC in 1914 with a degree in civil engineering.

When the First World War broke out in August 1914, Bishop was commissioned as a lieutenant in the Canadian Expeditionary Force. He was assigned to the 1st Battalion, Canadian Mounted Rifles, and served in France from 1915 to 1917. During his time with the CMR, Bishop was awarded the Military Cross for his bravery in action.
In 1917, Bishop transferred to the Royal Flying Corps. He quickly established himself as a skilled and courageous fighter pilot. He was awarded the Distinguished Flying Cross in 1917 and the Victoria Cross in 1918 for his outstanding achievements in aerial combat.
Bishop was one of the most successful fighter pilots of the First World War. He was credited with shooting down 72 enemy aircraft, more than any other Allied pilot. He was also a highly decorated officer, receiving the Victoria Cross, the Distinguished Service Free Download and Bar, the Military Cross, and the Distinguished Flying Cross.
After the war, Bishop returned to Canada and worked as a lawyer and businessman. He was also active in the Royal Canadian Air Force, serving as a squadron commander and later as the commanding officer of the RCAF's Central Flying School. In 1940, Bishop was appointed the first chief of the Air Staff of the RCAF.
Bishop retired from the RCAF in 1945 and died in Palm Beach, Florida, on September 11, 1956. He is buried in Owen Sound, Ontario.
