North was born in 1842 in Frederick, Maryland. He graduated from the United States Military Academy at West Point in 1863 and served in the Union Army during the Civil War. After the war, he served as a professor of history and geography at the University of California, Berkeley. In 1885, he was appointed Director of the Bureau of American Republics, which later became the Pan American Union.
