North was born in 1842 in Frederick, Maryland. He graduated from the United States Military Academy at West Point in 1863 and served in the Union Army during the Civil War. After the war, he served as a professor of history and geography at the University of California, Berkeley. In 1885, he was appointed Director of the Bureau of American Republics, which later became the Pan American Union.

North was a prolific writer and lecturer. He published numerous books and articles on the history, culture, and geography of the Americas. His most famous work is his 1875 book, "The American Revolution: A History." This book was a groundbreaking work that helped to change the way historians thought about the American Revolution.

In addition to his work as a historian, North was also an active advocate for Pan-Americanism. He believed that the countries of the Americas should work together to promote peace and cooperation. He was a founding member of the Pan American Society of the United States and served as its president from 1891 to 1893.
